Index Governance, Policies and Procedures

MSCI uses the committee structure depicted below to provide overall oversight and governance for the MSCI indexes. The BMR Oversight Committee (OC) and the Index Policy Committee (IPC) have responsibilities across benchmark families, whereas the relevant Index Committees and Risk and Regulatory Committees (RRC) focus on specific groups of families. While this oversight and governance structure aims to cover all MSCI indexes, the OC provides oversight over the provision of BMR Benchmarks only.

The OC provides oversight over the provision of the BMR Benchmarks as required by the EU/UK Benchmarks Regulation (BMR), including monitoring of the other governance committees to ensure their respective responsibilities are appropriately performed. The RRCs preside over operational and business risks and regulatory compliance and other matters. The Index Committees (ICs) preside over the development, review and interpretation of index methodologies and other matters. The IPC serves as an escalation point for the ICs, including for complex matters.
